Another interesting article from Otis White's Urban Notebook

Governing: Otis White's Urban Notebook today has an article entitled The Sprawl Refugees. It's a report by a pair of Rutgers researchers who present evidence that the growth of the suburbs at the expense of the cities may
have reached it's limits. I wish Governing would provide some linking mechanism to individual articles, but if you read this post after it scrolls off their website it should be easy to find in their archives under May 27, 2004.
